This principle could apply in other contexts like good governance & corporate business ethics too. Every individual, no matter how lowly, who is part of a system, has some degree of responsibility for improving the quality & efficiency of the whole.
Could we bend the rules a little, to maximize citizen convenience, without compromising safety??
